According to the Qualite Search Marketing blog, Google has been testing live YouTube video in Google Street View maps in Norway. This is apparently something that the company is considering for broader international implementation. According to the Qualite blog, the Norwegian country manager confirms the test:

I can confirm that this is one of the products we are beta testing in the process of merging YouTube and Google products for advertisers, says Jan Grønbech, Country Manager in Google Norway. If the beta testing in Norway is successful, we will introduce live YouTube video streams in Google Street View on many addresses internationally.

Pre-recorded videos are available currently on Google Maps and Google Earth:

There are travel webcams currently available as map apps in Bing. And Microsoft has tested more ambitious video integration into Bing Maps.

Given how prevalent static imagery is on maps it only makes sense that more video and real-time video streams would make their way onto these platforms.
